military culture versus war 

Military people will always believe in their own self-importance and necessity. How else would they live with themselves if they were not convinced of the exceptionalism of their particular brinkmanship? The savagery of their opponent's warmongering?

War is only sometimes a necessity. Those who profess war to be a career instead of a last resort will claim to be saviors while bringing forth the eternal sunset of humanity. There is nothing "tactical" about refusing negotiations and letting special operations units commit warcrimes. There is nothing heroic about gambling with lives in a game of war. Just the disastrous claim for a pretense to the resigned carpet bombings of wounded nations once they've run out civilians lives to play with.
