That's what I've always done.
@Jetengineweasel LineageOS is going to allow you the best bang for your buck. Get a cheap 'junk drawer' resale phone from online resale that supports oem bootloader unlocking and still gets updated nightly builds for the device. You'll end up paying more if you decide on a device before just checking listings for compatible devices.
