people aint gonna take that lying down im pretty sure, especially not power users with too much time on their hands.
not to mention the devices that dont even ship with google play (the change repeatedly targets "Certified" devices which makes me think it requires play services in some part to function.)
also adb is allowed to install uncertified apps once this goes into effect. reminder that you can easily open a adb shell on your phone without a computer or root.
better than absolutely nothing at all i guess. less tech savy folks are probably fucked which sucks super bad and i wish this wasnt something we had to resort to. its your device, you should have final say.
perhaps more pocketable computers will arise if it gets really dire.
also take care of the smelly garbage on your marketplace before preaching about malware.
