At old apartments, I had this issue. Sometimes, I would solve it by wandering outside in a bathrobe and blearily asking what the hurry was. It would help for a day or two.
A package of donuts and a clear note "hi, I'm your neighbor and I'd really appreciate if you could wait to use the belt sander until after nine. It's loud and I don't usually get to sleep until four am. Thanks!" with said breakfast food can help. That usually worked for a week or so... It's real tiring shit.

the real issue is (trying) sleeping with the window open. Closed most noises are gone. But sleeping window closed also sucks :/
