@clf my gf tested this. Seems like making a new account from within Google Apps on an Android phone circumvents this requirement. I am guessing attempting to use a Google iOS app may also allow getting around it.

(people have noticed the lack of a phone number requirement via android, but it's also been said to implicitly use the detected phone number)
