You can just buy needles and supplies from online pharmacies, it's not regulated. You can also just ask your local pharmacy, although (if you're unlucky) they may look concerned, they will still sell them to you.

The few times I ordered things I got them from Degros, they should have a massive selection online. If there is anything specific your friend is looking for let me know, I can look around.
