Canada just doesn't have enough doctors. This is a known problem. The solution seems so simple to me: Make more doctors. Make medical school free to anyone with the grades to get in, who is willing to sign a contract to work in the underserved area of their choice for X number of years.
Also, maybe expand non-narcotic medication prescribing powers to licensed pharmacists, to reduce the burden on existing doctors and NPs. There are a lot of commonly prescribed, safe medications, that shouldn't really need more than a pharmacist to prescribe.

@elfi It is past time for healthcare to be taken from the hands of the provinces and given to an independent Federal branch, one which is not answerable to anyone but the voters directly. We are talking about a health insurance agency, not something that needs political involvement.
