Game design itself - the crafting of the mechanics, the balance, the feel of every little physical interaction, the pacing and flow and structure of play - is an art form unto itself just as must as the visuals, the music, or the story.

When someone is measuring out exactly how many frames a character squats for before actually launching into the air when you press jump, they are, in fact, doing art.
