I think it is OK to not trust most people at a personal level. That's a lot different than nonspecific impersonal trust in municipal services like water and sewage, and way less necessary or personally dangerous.

Alternatively I could unreasonably trust many people on a personal level and insist on making no distinction. But that way charts a course for libertarian seasteading latrine disasters where the "plumber" is your "friend"
