Rules often have unintended consequences. But I suspect that some people knew this was going to happen, or have noticed it happening over the last twelve years. And I wonder what about the rule-making process made it so that those voices weren't listened to.

@shauna Huh. The same thing happened with the original CAFE regulations in the late 70s, right? They went into full effect early 80s and killed station wagons? I wonder if it's partly a time thing: the people fighting that had given up or been shouted down long enough that they gave up?
@JoshGrams @shauna I don't know about this in the context of US government regulations, but I certainly see exactly that phenomenon happening in a lot of non-government organizations and communities that do not heed outside warnings.
@JoshGrams @shauna (Not infrequently, the people issuing the warnings are bullied away by a small subset of the community, no moderation on this behaviour happens, and so they are also effectively shut out and no longer heard)
