Question about #Matrix homeserver #development: is there actually anywhere in the spec that defines *exactly* what the expected behaviour is when some of the events in prev_events are not known to you and you want to do stateres?

I've been searching for an hour and for the life of me I can't find it.

(To be clear, I'm talking about an exact process description, not an inference of what the spec "probably" means.)
