Question for those in Belgium: am I correct that Belgium has the same legal restrictions on private security as the Netherlands, in that private security guards are not allowed to use physical violence or restraint, just like any other citizen isn't? 
I have found my answer: outside of some very specific cases, they are indeed not allowed to do this.
