@whreq Honestly, I think that's an incredibly weak argument. It essentially ascribes (a form of) malice, without ever actually answering the "why".

People don't do just things for no reason. There's generally *some* sort of reason, *some* sort of consideration behind them (modulo mistakes). The key to solving problems like these, is to figure out what that reason is and address it.

Going "well this is just what people do, we have no choice but to fine them" is taking the cheap way out, refusing to introspect on the root causes, and applying a punitive system without any real justification.

@whreq (This is a very common problem with the "justification" of punitive measures in general, and it's a big part of the problem with contemporary "justice" systems)
