They run a content scraping bot (for a job-searching website) that requires you to opt out. Stores the data on an external database which amounts to data scraping and would not respect blocks made after the fact.

@f0x Hm, you're right, and that bot is @hunter2@botsinspace which is suspended. I'm guessing becuase they violated the instance ToS.
