@noyovo@rage.love basically, hotspots that want you to pay for data tend to allow DNS lookups for any sites, but then block actually communicating with that site.
What IP over DNS does is communicate to a specialized dns server (like iodine), encoding your normal internet traffic into just dns lookups and responses. This allows for internet access that does not get filtered by the hotspot, albeit at rather low bandwidth.
