@zauberin I recall some models of 3-to-2-prong adapters offering a ring connector to an external ground--I had to use those in an old house because the landlord installed 3-prong outlets with the ground line open(!!) on half of it
Is this not usually the case anymore? I can only assume it wasn't properly hooked up even if it was

@elfi Taking a look at it, it does have a metal bit sticking on on the bottom, which I guess is the connector. And no, it wasn't hooked up.
Also, prior to moving in, one of our conditions for buying the house was to replace the existing outlets with grounded ones. They installed them without hooking up the grounding wires, and we had to hire someone to come in and fix both the outlets -and- the house's wiring.
